Carlos Zamora is currently the Senior Director of Internal Business for Imperial County Office of Education (ICOE), where he has successfully run fiscal operations for the past 19 years and managed to create a friendly and enthusiastic work environment. One of his main focuses in doing this has always been growth, both in knowledge and in creating tools that make the work environment more productive and less demanding, so that employees can find balance between their professional and personal lives. His fiscal team has managed to maintain great fiscal solvency and a strong work ethic under his leadership.

Carlos has been instrumental in the transition and operation of two financial system implementations. In 2001, when the state enforced the use of a Standardized Account Code Structure (SACS), he was there to transition the county office and successfully reinterpret existing account codes into the new standard. During this time, he created many useful and intricate Excel tools that have assisted both ICOE departments and Imperial County school districts in enhancing productivity and bringing peace of mind to many school business professionals. In 2018, he again played a key role in transitioning to a new ERP system which aimed to support the financial and personnel reporting needs of the county office. His goal is to once again create more useful tools to make this transition a success for this team.

Carlos is also the current Chair of the County Office Finance Subcommittee (COFS), a group composed of the 58 County Offices in California. Their mission is to review issues and problems concerned with fiscal responsibilities and funding for county offices of education (COEs) and to recommend solutions which may include legislation or other action necessary to accomplish the CCSESA goals to the Business and Administration Steering Committee (BASC).

In addition to his professional responsibilities, Carlos is the owner and founder of Z Data Solutions LLC. Founded in 2008, his business concentrates mainly on web-based application development for environmental non-profits. One of the projects his business has assisted in is the development of an environmental monitoring and reporting tool that is currently used in 7 counties and is listed as a community resource on the Department of Toxic Substance Control (DTSC) state website. In 2012, the San Diego Coastkeeper presented him with the Blue Tech award for exceptional innovation in the development of a crowd-sourcing application and website to empower community members, organizations, and agencies to track and reduce pollution in San Diego County.
